1. (a) A program is created in the Department to be known as the Delaware State Lead-Based Paint Program.
2. (b) Subject to subsection (c) of this section the Program shall exist and operate independently of any other lead-based paint abatement or remediation program in this State.
3. (c) The Program shall coordinate its efforts with any other lead-based paint abatement or remediation program in this State to ensure efficient use of Delaware state funds.
