Prohibition on Ex Parte Communication

2016.1 Neither the petitioner nor the Deputy Chief Financial Officer shall communicate with any member concerning a specific appeal except by written communication served on the other party except that nothing in this section shall prohibit the Board or Panel Chairperson from communicating with any party regarding routine administrative matters which do not involve material facts in dispute relevant to a specific appeal.
