D.C. Mun. Regs. tit. 7, § 1521
1521.1 Except as provided in §1521.2, limitation of debate not otherwise provided for in these rules shall be in effect by moving the previous question. To limit debate, the motion shall be seconded and carried by an affirmative vote of a two-thirds majority of the Board members present and voting.
1521.2 Notwithstanding the provisions of §1521.1 during Board meetings, debate on pending questions, or a series of pending questions, may be limited by moving to:
(a) Reduce the number of speeches permitted;
(b) Reduce the length of time permitted for each speech; and/or
(c) requiring that at a time certain or after a specified length of time, debate shall be closed and the question shall be put to vote. To limit debate, the motion shall be seconded and carried by an affirmative vote of a two-thirds majority of the Board members present and voting.
