D.C. Mun. Regs. tit. 31, § 899
When used in this chapter, the following words and phrases shall have the meaning ascribed:
Association - a group of taxicab owners organized for the purpose of engaging in the business of taxicab transportation for common benefits regarding operation, color scheme, or insignia.
Commission - the District of Columbia Taxicab Commission established pursuant to the 'District of Columbia Taxicab Commission Establishment Act of 1985,' as amended (D.C. Law 6-97; D.C. Official Code §§ 50-301 et seq. (2001)).
Company - any person, partnership, or corporation engaging in the business of owning and operating a fleet or fleets of taxicabs having a uniform color scheme.
District or D.C. - the District of Columbia.
District of Columbia Taxicab Commission (DCTC) License - the vehicle license issued pursuant to § 31(d) of the License Act (D.C. Official Code § 47-2829(d) (2001)).
Face - the license (identification card) issued under § 31(e) of the License Act (D.C. Official Code § 47-2829(e) (2001)).
Fleet - a group of twenty (20) or more taxicabs having a uniform color scheme and having unified control by ownership or by association.
Group Riding - the transportation of two (2) or more passengers whose trip has a common point of origin and different destinations.
Identification Card - the license (face) issued under § 31(e) of the License Act (D.C. Official Code § 47-2829(e) (2001)).
Independently Operated Taxicab - any taxicab which is not part of a fleet and which does not operate under the uniform color scheme of any fleet, company or association.
Individual Riding - the transportation of a single passenger for an entire trip.
License Act - Public Law 237, 72nd Congress, 47 Stat. 550, approved July 1, 1932, D.C. Official Code §§ 47-2801 et seq. (specifically D.C. Official Code § 47-2829 (2001)).
Notice - notice of transfer under § 507 of this title.
Office - the Office of Taxicabs established by D.C. Official Code § 50-
312 (2001).
Operator - any person operating a taxicab for hire.
Owner - any person, corporation, partnership, or association which holds the legal title to a taxicab the registration of which is required in the District of Columbia. If a taxicab, is the subject of an agreement for the conditional sale or lease with the right of purchase upon performance of the condition stated in the agreement and with an immediate right of possession vested in the conditional vendee or lessee, or if a mortgagor of a taxicab is entitled to possession, then the conditional vendee, lessee, or mortgagor shall be considered the owner.
Panel on Adjudication - the Panel on Adjudication established pursuant to the 'District of Columbia Taxicab Commission Establishment Act of 1985,' as amended (D.C. Law 6-97; D.C. Official Code §§ 50-301 et seq. (2001).
Panel on Rates and Rules - the Panel on Rates and Rules established pursuant to the 'District of Columbia Taxicab Commission Establishment Act of 1985,' as amended (D.C. Law 6-97; D.C. Official Code §§ 50-301 et seq. (2001).
Personal Service - any service requested by a passenger which requires the taxicab driver to leave the vicinity of the taxicab.
Shared riding – a group of two (2) or more passengers arranged by a starter at Union Station, Verizon Center, or Nationals Park with common or different destinations.
Street - any street, avenue or road designated on the Permanent System of Highways of the District of Columbia as a public thoroughfare.
Taxicab - a passenger vehicle for hire, as authorized in § 601, having a seating capacity for eight (8) or fewer passengers, inclusive of the driver, and operated or offered as a vehicle for passenger transportation for hire.
Trunk Tote - a tote to carry necessities for emergencies and essential tools. The dimensions of such tote shall not exceed 20'L x 10'W x 11'H and it shall be of heavy water proof material including, but not limited to plastic, leather or vinyl.
