D.C. Mun. Regs. tit. 31, § 504
504.1 An applicant for a color scheme or insignia shall submit with the application color samples of the paint to be used showing manufacturer's number or color card for each sample, and shall submit a drawing on a form furnished by the Office of a top and side view of a cab showing colors, insignia, and style of lettering.
504.2 Immediately upon approval of the color scheme by the Commission, and prior to presenting the first cab so painted for inspection, there shall be submitted to the Office, six (6) copies of a clear and distinguishable color photograph, not smaller than four inches by six inches (4 in. x 6 in.), of each side view, front and rear of a taxicab painted as specified, showing colors, logo, insignia, and style of lettering.
504.3 Within sixty (60) days after approval of a color scheme and insignia, every taxicab in the fleet or association shall be painted in accordance therewith.
504.4 Any new taxicab vehicle that is painted solely in factory black or white paint shall not be repainted. Prior to the initial vehicle inspection, the taxicab owner shall furnish the Department of Motor Vehicles — Inspection Station and Office of Taxicabs, each with one (1) color sample/chip along with the appropriate prefix and paint code for the color paint on the taxicab which is to be placed into service.
