D.C. Mun. Regs. tit. 31, § 1005
1005.1 The Chairperson shall issue a license to any applicant who has complied with the requirement of this chapter.1005.2 The Chairperson shall collect a fee of seventy-five dollars (\$75.00) for each license issued.1005.3 Each hacker's license shall have marked on its face a statement indicating it is valid only for the type of vehicle operation for which it is issued.1005.4 Each license shall contain a number, photograph of the licensee, and any other information that the Chairperson considers desirable.1005.5 Any person to whom a hacker's license shall have been issued shall, during the term of the license, reside within the Metropolitan Area, and shall, no later than five (5) days following the termination of his or her residence within the Metropolitan Area, surrender the license to the Chairperson.1005.6 The Chairperson may initiate an action to a person holding a hacker's license to show cause why the license should not be revoked or suspended (either temporarily or permanently) when the Chairperson obtains knowledge that the licensee is allegedly no longer in compliance with any of the requirements of this chapter. In cases of immediate threats to the public health, safety, and welfare, the license may be immediately demanded with a hearing held promptly thereafter as required by law.
