Investigation and Examination of Applicants

1004.1 Upon receipt of an application for a hacker's license, the Chairperson shall investigate or cause to be investigated each applicant to verify the identity and determine the competency, fitness, and eligibility of the applicant for a license.
1004.2 The Chairperson shall examine each applicant for a hacker's license.
1004.3 The examination shall include a test of the applicant's knowledge of the Metropolitan Area.
1004.4 The examination shall also include any further physical and mental examination as the Chairperson finds necessary to determine the applicant's fitness to operate a vehicle of a type for which application for a license is made.
