D.C. Mun. Regs. tit. 3, § 3003
3003.1 To invoke the exemption, a candidate shall exclude the designation of a principal campaign committee at the time of registration, provided the candidate anticipates spending less than five hundred dollars ($500) in any one election.
3003.2 The candidate shall be exempt from the filing and reporting requirements of the Act; provided, that the candidate, on the Statement of Candidacy, certifies the following:
(a) Anticipates spending less than five hundred dollars ($500) in any one election; and
(b) Excludes the designation of a principal campaign committee.
3003.3 Each exempt candidate shall notify the Director in writing within forty-eight (48) hours from the time he or she anticipates spending or spends five hundred dollars ($500) or more.
3003.4 Each exempt candidate shall certify in writing to the Director on a Report of Exemption for a Candidate Spending Less than five hundred dollars ($500), that the candidate has not spent more than five hundred dollars ($500), on the following dates:
(a) The fifteenth (15th) day before the date of the election, in which the candidate seeks office; and
(b) The thirtieth (30th) day following the election.
