300.1 In accordance with the provisions of this chapter, any person or entity eligible under § 300.2 may request an advisory opinion from the Board, with respect to any specific transaction or activity, as to whether the transaction or activity would constitute a violation of any provision of the Campaign Finance Act, Election Act, or the Fair Elections Act.

300.2 Any of the following shall be eligible to request an advisory opinion of the Board:

1. (a) An individual holding public office in the District of Columbia;
2. (b) A candidate for nomination for election;
3. (c) A candidate for election to public office in the District of Columbia;
4. (d) A person who may be a potential registrant under the Campaign Finance Act;
5. (e) A political committee as defined by the Campaign Finance Act;
6. (f) A candidate requesting certification as a participant of the Fair Elections Act;
7. (g) A certified participating candidate of the Fair Elections Act; or
8. (h) A Fair Elections Committee as defined by the Campaign Finance Act.
