D.C. Mun. Regs. tit. 3, § 1703
1703.1 Each person circulating each page of a nominating petition shall be a registered qualified elector.
1703.2 Each circulator shall be a registered qualified elector and shall swear or affirm upon oath that he or she is responsible for the following:
(a) The contents of the petition pages circulated by him or her;
(b) Having taken the necessary steps to ensure that each signature is that of the same party as the candidate; and
(c) In the case of a ward candidate, that the voter is registered in and a resident of the ward from which the candidate seeks election.
1703.3 Signatures appearing on nominating petition sheets shall not be counted as valid unless all required information is provided by the circulator in his or her affidavit.
