D.C. Mun. Regs. tit. 3, § 1615
1615.1 A person who has been nominated may withdraw his or her nomination by executing and filing with the Board a notarized affidavit stating that he or she irrevocably withdraws the candidacy for the office to which he or she has been nominated.
1615.2 The affidavit of withdrawal shall be filed with the Board before the forty-fifth (45th) day prior to election day. If the affidavit of withdrawal is filed after the deadline for withdrawals, the name of the candidate may appear on the official ballot.
1615.3 Notice shall be given in the affected precincts informing the voters of the withdrawal of candidates whose names appear on the ballot.
