D.C. Mun. Regs. tit. 3, § 1611
1611.1 Each person eligible to vote in the initial primary election for the office of U.S. Senator may cast a ballot for no more than two (2) candidates in the contest.
1611.2 At the time of certification of the initial primary election results for the office U.S. Senator, the Board shall certify the two (2) individuals receiving the highest number of votes in each party primary as the nominees of such parties.
