D.C. Mun. Regs. tit. 3, § 1308
1308.1 Before a petition is filed, all sheets which comprise the petition shall be assembled and serially numbered. The Board may refuse to accept any petition which has not been so numbered.
1308.2 A petition of a candidate may not be finally accepted by the Board unless the following have occurred:
(a) There has been filed with the Board a Declaration of Candidacy executed in accordance with the provisions of this chapter and Chapter 6 of this title; and
(b) The petition is on a form provided by the Board and meets all the requirements of the provision of this chapter, and the Election Act as amended; provided, that the Board, in its discretion, may waive any formal error.
1308.3 A candidate who has met the requirements of this section may file petition supplements if the supplements meet all other pertinent provisions of this chapter and the filing deadline has not expired.
1308.4 The candidate's petition, Declaration of Candidacy, affidavits, and supplements, if any, shall be filed with the Board at its office not later than 4:45 p.m. within twenty-one (21) days of the date on which the Board makes the petitions available.
1308.5 The Board may reject any petition that does not conform to the requirements of this chapter.
