1112.1 In the event any proposer of a recall measure becomes unable or unwilling to act prior to submission of the petition for filing, the Board may, based on the evidence presented and for good cause shown consider another register qualified elector as a substitute or additional proposer for the measure.

1112.2 In order to be considered as a substitute or additional proposer for a measure, a registered qualified elector shall also submit to the Board, the following:

1. (a) A statement indicating which measure he or she wishes to be considered for;
2. (b) An affidavit under oath containing the name, telephone number, and residence address of the proposer; and
3. (c) A statement that the proposer is a registered qualified elector of the District of Columbia.
