D.C. Mun. Regs. tit. 3, § 1004
1004.1 An initiative or referendum petition shall be signed by registered voters equal in number to five percent (5%) of the registered qualified electors of the District of Columbia; Provided, that the total signatures submitted include five percent (5%) of the registered qualified electors in each of five (5) or more of the eight (8) election wards.
1004.2 The number of registered qualified electors used for computing the signature requirements in § 1004.1 shall be based upon the latest official count of registered qualified electors made by the Board which was issued thirty (30) or more days prior to submission of the signatures for the particular initiative or referendum petition.
