243 RIGHT TO APPEAL

243.1 The complainant may appeal the final decision to the United States Secretary of Education, pursuant to 20 U.S.C. § 107d 1 and 34 C.F.R. § 395.13, within fifteen (15) working days of the complainant’s receipt of the decision.
