D.C. Mun. Regs. tit. 29, § 241
241.1 The hearing examiner shall prepare a written, proposed decision and transmit it to the Director within fifteen (15) working days after the receipt of the official transcript.
241.2 The proposed decision shall set forth the principal issues and relevant facts adduced at the hearing, and the applicable provisions in law, regulation, and agency policy. It shall contain findings of fact and conclusions with respect to each of the issues, and the reasons and basis therefore.
241.3 The hearing examiner's proposed decision shall be based on the oral and documentary evidence admitted at the hearing and all material facts with respect to which official notice is taken.
241.4 The transcript of testimony, exhibits, and all papers and documents filed in the hearing shall constitute the exclusive record for the decision.
241.5 The hearing examiner shall transmit a copy of the proposed decision to the Office of the General Counsel, DDS, and to each party and each party's representative at the time it is transmitted to the Director.
