223 NOTICE OF ADMINISTRATIVE REVIEW
223.1 The Administration shall send by certified mail a notice of the time and place of the review and the issues which are the subject of the review, to each party, the party's representative, and any intervenors at least ten (10) calendar days prior to the administrative review, except under exceptional circumstances or by agreement of each party.
