218.1 The purpose of these rules is to establish procedures for the conduct of administrative reviews and full evidentiary hearings consistent with the District of Columbia Administrative Procedure Act and the Randolph-Sheppard Act.
218.2 A blind vendor dissatisfied with any action of the Administration in the operation or administration of the Blind Vendor Program may request an administrative review and, if dissatisfied with the result of that review, may request a full evidentiary hearing.
218.3 A blind vendor may request a full evidentiary hearing without requesting an administrative review.
