13001.1 A household shall be eligible to enter in the lottery for a slot in the Program if it:
- (a) Submits a complete application for Career MAP described in § 13004;
- (b) Resides in the District of Columbia, as determined under Section 503 of the District of Columbia Public Assistance Act of 1982, effective April 6, 1982 (D.C. Law 4-101; D.C. Official Code § 4-205.03);
- (c) Contains at least one individual who is participating in a qualifying housing-assistance program at the time it submits a complete application to enter the Career MAP lottery; provided that the Department may limit eligibility for each lottery to a subset of households participating in a qualifying housing-assistance program if the Department determines that doing so would allocate limited resources to households without other viable housing assistance options. For example, households that are at risk of losing housing and would not qualify for other housing programs may be prioritized for inclusion in lotteries over households that will likely qualify for another housing program;
- (d) Is a low-income household using the household's income as determined by the qualifying housing-assistance program from which the household is transitioning; and
- (e) Is headed by a person who is eighteen (18) years old or older at the time of application, and who is or was the lease holder for a rental unit subsidized through a housing-assistance program administered by a District or federal government-funded program within the year prior to applying for Career MAP.
