D.C. Mun. Regs. tit. 27, § 822
The applicant or respondent shall consult with the Department, through the Office of the Attorney General, to seek informal discovery prior to requesting a subpoena. The Commission shall not accept a motion or a request for a subpoena unless the applicant or respondent certifies in writing that he has made a bona fide attempt to secure the requested documents from the Office of the Attorney General on a voluntary basis and that the Office of the Attorney General has refused to provide the documentation.
