D.C. Mun. Regs. tit. 27, § 805
805.1 An applicant requesting certification as a resident-owned business enterprise must provide proof of residency, including federal and District of Columbia personal income tax returns solely in the District; a deed, mortgage, or lease for his or her primary residence; a District of Columbia driver's license or identification card; and recent utility bills listing the applicant associated with the residence or the applicant's current voter registration listing the District of Columbia address. The Department may use other information to corroborate or disprove claims of residency.
