1614.1 Selection of a contractor through the use of CSPs shall be based on the following:
Employability assessment completed and Individual Responsibility Plan developed and signed $400
Customer participates in employment-related activities:
More than 4 hours but less than the TANF hourly requirement $15/week
TANF hourly requirement or more: $50/week
Customer is placed in unsubsidized employment and remains employed for 4 weeks:
30 hours or more per week (35 hours if a two-parent family) $1,500
If less than 30 hours, for at least the TANF hourly requirement $1,000
Customer is in unsubsidized employment 12 weeks after placement:
30 hours or more per week (35 hours if a two-parent family) $1,200
If less than 30 hours, for at least the TANF hourly requirement $800
Customer for whom contractor was awarded a retention fee earned $7.50/hour in the 12th week following placement $300
Customer placed by contractor in adult education program completes or participates in program for 12 weeks, contingent on concurrent participation in other employment-related activities $200
To defray the work-related expense costs to customers not in unsubsidized Employment $10/day
A one-time payment for discrete work-related expenses; for example, uncovered medical tests or uniforms $250
Columbia Temporary Assistance to Needy Families (TANF) Program, implementing the Self-sufficiency Promotion Amendment Act of 1998 (D.C. Law 12-241), the Chief Procurement Officer sets forth the following prices to be paid to contractors in the solicitation, and no price evaluation factor will be required for procurement of these services:
Employability Assessment Completed and IRP Developed and Signed:

1614.2 Source selection procedures in this chapter shall be designed to accomplish the following:
(a) Maximize competition;
(b) Minimize the complexity of the solicitation, evaluation, and the selection decision;
(c) Ensure impartial and comprehensive evaluation of offerors' proposals; and
(d) Ensure selection of the source whose proposal has the highest degree of realism and whose performance is expected to best meet stated District requirements.
1614.3 The contracting officer shall be responsible for source selection.
1614.4 The contracting officer shall be responsible for contractual actions related to the CSP process, including, but not limited to, the following:
(a) Issuing solicitations in accordance with the provisions of this chapter;
(b) Conducting or controlling all negotiations concerning cost or price, technical requirements, and other terms and conditions; and
(c) Selecting the contractor for contract award.
