1600.1 The contracting officer shall use competitive sealed proposals only under the circumstances specified by §§303(a)(1) and 303(a)(4) of the D.C. Procurement Practices Act of 1985, D.C. Code §§1-1183.3(a)(1) and (a)(4) (the 'Act') and after a determination and findings (D&F) has been approved by the Director.
