719.1 Listed below are the service fees by category type for the Southeast Tennis and Learning Center and any future newly built or renovated Department of Parks and Recreation facility that offers services that are similar to those offered by the Southeast Tennis and Learning Center. The Southeast Tennis and Learning Center offers four (4) year round Indoor courts, six (6) outdoor courts, a weight/conditioning room, and a computer learning center for youths that are participating in its tennis programs.
719.2 The fees for indoor court rental shall be as follows:
a) There is no fee for D.C. youth not affiliated with an organization.
b) D.C. Sponsoring Organizations will be charged seventy-five percent (75%) of the applicable D.C. resident, adult hourly court fee per court. In order to qualify for this discount, the organization must provide proof that it meets the requirements of section 720 and that the sponsored youths utilizing the facilities are residents of the District of Columbia. Except as otherwise expressly provided in these rules, all other sponsoring organizations and individuals will be charged the full applicable hourly, adult, non-D.C. resident court fee per court. All patrons of the DC sponsoring organization(s) must also show proof of residency to insure that the appropriate applicable fees are charged.
c) Fee rates for adults per hour for a 40 week season on in-door courts shall be as follows:

719.3 Senior citizens who are D.C. residents will receive a 40% discount on all court (and membership) fees.
719.4 Members may bring guests. A fee of $ 10.00 per guest, per visit, per hour will be charged for the use of indoor courts and $ 4.00 per guest, per visit, per hour for the use of outdoor courts.
719.5 The membership fee for an individual is $ 150.00 per year. Additional family memberships are available for $ 60.00 for each additional family member. Proof of family membership is required in order to purchase additional family memberships. The membership fee for a District sponsoring organization is $ 400.00 per year. The membership fees for a non-District sponsoring organization is $ 600.00 per year. All fees must be paid in full at the time of joining the Tennis and Learning Center.
719.6 Membership fees are not refundable. However, within one hundred eighty (180) days of the purchase of membership, a member may transfer his or its membership to another individual or organization subject to a $ 50.00 transfer fee to be assessed at the time of the transfer. Membership fees entitle individual members and the youth sponsored by both District sponsoring organizations and non-District sponsoring organizations to the use of the weight conditioning room, the shower facilities, the computer learning center, and discounts on hourly tennis court fees.
719.7 Members may reserve court time up to three days in advance. Cancellations must be at least twenty-four (24) hours prior to playing time or the amount of court fees will be billed to the member who reserved the court time.
719.8 Contract packages for the use of indoor tennis courts are available for purchase as set forth below during the times that the courts are not reserved for District youth. Contract time is based on one hour per week of use. Contract time is to be paid in full at the signing of the contract and is non-refundable.

719.9 The purchase of a contract package by either a District resident or a non-District Resident does not entitle the patron to the amenities provided with the purchase of membership fees set forth in section 719.6.
719.10 The hours not covered in the foregoing schedules are reserved for free use by District youth.
719.11 Contract packages for outdoor tennis courts are as follows:
(a) Members $ 6.00 per hour
(b) Non-members $ 10.00 per hour
719.12 For an additional fee, to be determined by the Tennis and Learning Center, members may purchase additional time on both indoor and outdoor courts in hourly increments.
719.13 Private instruction/professional lessons are available as follows:
