2014.1 No person shall act as an inspector in an event without an inspector's license issued pursuant to this chapter.

2014.2 An applicant for a license as an inspector shall pass a written or oral examination administered by the Commission which tests an applicant's knowledge of the rules governing contests of the type f or which the applicant is qualified to act as an inspector.

2014.3 An applicant for a license as an inspector shall prove to the satisfaction of the Commission that the inspector:

1. (a) Does not maintain, directly or indirectly, a financial or business interest in the management of a contestant;
2. (b) Is not an individual promoter; and
3. (c) Is not a stockholder or an employee of, or otherwise has a financial or business interest in a corporation, unincorporated club, partnership, or association that promotes contests.
