Before the Authority awards any contract that requires the approval of the District of Columbia Council in accordance with D.C. Code § 2-301.05a, as such may be amended from time to time, and prior to the submission of any such contract to the Council, the Board shall first approve the contract by a resolution passed by a majority of the Members.
