D.C. Mun. Regs. tit. 18, § 2409
2409.1 The Director may:
2409.2 Signs shall be erected after investigation by the District Department of Transportation with representatives of the Washington Metropolitan Area Transit Authority and area bus and taxi companies or valet parking operators.
2409.3 (a) Except as provided in paragraph (b) of this subsection, no person shall stand or park a vehicle in a valet parking zone or valet staging zone unless authorized to do so; in a bus stand, stop, or zone, other than a bus authorized to use the bus stand, stop, or zone; in a taxicab stand, other than a taxicab authorized to use the taxicab stand; or in a sightseeing stand, other than a sightseeing vehicle authorized to use the sightseeing stand.
(b) A driver of a passenger vehicle may stop momentarily in a stand, stop, or zone described in paragraph (a) of this subsection for the purpose of and while actually picking up or discharging passengers, as long as such stopping does not interfere with any vehicle, bus, taxicab, or sightseeing vehicle about to enter the stand or zone designated for the use of such vehicle.
2409.4 The driver of any vehicle parked in a bus, taxicab, or sightseeing stand in accordance with § 2409.3, shall at all times remain within five feet (5 ft.) of the vehicle.
2409.5 The prohibition against parking or standing at such stands and zones
shall be effective at all times, unless the restricted periods have been otherwise designated and signs posted accordingly.
2409.6 “NO STANDING” areas for zones and stands for public transit buses shall be of the following sizes:
(a) Those located adjacent to the corner approached by a bus before entering an intersection (nearside): the area within one hundred thirty feet (130 ft.) of the intersecting curb lines;
(b) Those located adjacent to the corner first reached after crossing an intersection without a turn (far side): the area within eighty-five feet (85 ft.) of the intersecting curb lines;
(c) Those located adjacent to the corner first reached after crossing an intersection after a turn (far side): the area within one hundred fifteen feet (115 ft.) of the intersecting curb lines; and
(d) Those located between intersections other than those adjacent to the corner (mid-block): the area for a distance of one hundred feet (100 ft.) on the approach side of the bus stop and for a distance of twenty feet (20 ft.) on the far side of the bus stop.
2409.7 The size of bus zones and stands set forth in § 2409.6 shall be increased forty-three feet (43 ft.) for each additional bus.
2409.8 At locations where a bus stop is posted but bus zone or bus stand signs do not exist, there shall be no parking or standing by vehicles other than a bus within twenty feet (20 ft.) of the approach side of a bus stop sign; Provided, that a vehicle may stop momentarily to pick up or discharge a passenger or passengers. Loading or unloading of materials is prohibited, and the posting of signs to indicate this restriction is not required.
2409.9 Subsections 2409.9 through 2409.16 implement and apply to the Adams Morgan Taxicab Zone during the Adams Morgan Taxicab Zone Pilot Program. The pilot program commences on May 15, 2008, and concludes on October 1, 2010.
2409.10 The Director designates the following areas as the Adams Morgan Taxicab Zone:
(a) The width of 18 [th] Street, N.W., from the intersection of 18
[th] Street, N.W., and Wyoming Avenue, N.W., to the intersection of 18 [th] Street, N.W., and Columbia Road, N.W.; and
(b) The width of Columbia Road, N.W., from the intersection of Columbia Road, N.W., and Biltmore Street, N.W., to the intersection of Columbia Road, N.W., and Euclid Street, N.W.
2409.11 The Adams Morgan Taxicab Zone hours shall be:
(a) From 9:00 p.m. Thursday to 4:00 a.m. Friday;
(b) From 9:00 p.m. Friday to 4:00 a.m. Saturday; and
(c) From 9:00 p.m. Saturday to 4:00 a.m. Sunday.
2409.12 No taxicab operator shall pick up a passenger for hire during Adams Morgan Taxicab Zone hours, except at a designated taxicab stand.
2409.13 A taxicab shall stand only in a taxicab stand during Adams Morgan Taxicab Zone hours to await passengers for hire.
2409.14 The Director shall post signage to identify zone hours, zone restrictions, and taxicab stand locations.
2409.15 The Director may list taxicab stand locations in a public notice to be published in the D.C. Register.
2409.16 Except as provided in §§ 2409.9 through 2409.15, Title 31 of the District of Columbia Municipal Regulations shall apply to the Adams Morgan Taxicab Zone.
