D.C. Mun. Regs. tit. 17, § 110
110.1 If, because of accident, sickness, or other good cause, a person fails to receive a hearing or fails to appear for a hearing which he or she has requested, the person may, within thirty (30) days from the date of the decision of the board or commission apply to the board or commission to reopen the proceedings.
110.2 The board or commission, upon finding sufficient cause, shall fix immediately a time and place for a hearing and give the person, the Corporation Counsel, and the Director notice of the hearing (§103.2).
110.3 The board or commission may also reopen a proceeding for any other cause sufficient to it, provided no appeal is pending before a court or has been decided by a court.
