DISTRICT OF COLUMBIA UNIVERSAL SERVICES
2802.1
District of Columbia Universal Services shall consist of the following services:
(a) Voice grade access to the public switched network, with the ability to place and receive calls;
(b) Dual Tone Multifrequency (DTMF) signaling or its functional equivalent;
(c) Single-party service;
(d) Access to emergency services, including, access to 911 and enhanced 911 (E911) services;
(e) Access to operator services;
(f) Access to interexchange services;
(g) Access to directory assistance;
(h) Telecommunications Relay Service (TRS); and
(i) Toll limitation services for qualifying low-income consumers.
2802.2
The Commission may expand universal services to be supported by the District of Columbia Universal Service Trust Fund (DC USTF or Fund) after notice and comment.
