2801.1 This Chapter establishes the Public Service Commission of the District of Columbia Rules and Regulations Governing the Provisioning of the District's Universal Services, in conformance with the District of Columbia Telecommunications Competition Act of 1996. This Chapter shall be cited as the District of Columbia Universal Service Rules.

2801.2 This Chapter shall be applicable to all local exchange carriers ("LEC"). However, providers of mobile service are exempt from regulation under this Chapter pursuant to § 34-2006(b) of the District of Columbia Telecommunications Competition Act of 1996.
