118.1 All pleadings and other filings submitted electronically shall be considered filed when the Commission has received the electronic submission. Only filings of thirty pages or less can be electronically filed with the Commission.
118.2 All filings submitted electronically shall be served; personally, electronically or by first-class mail, on all parties on the same day the electronic document is submitted to the Commission. Any party submitting a filing electronically shall provide a courtesy copy of the filing to the Office of the Commission Secretary the next business day after the electronic submission.
118.3 Confidential and proprietary documents shall not be filed electronically. However, public versions of confidential or proprietary documents may be filed electronically.
118.4 Parties shall receive from the Office of the Commission Secretary an electronic acknowledgment of receipt of their submission when file transmission is complete. The electronic acknowledgment shall contain the name and size (in bytes) of the file received, formal case number, party name, and the date and time the last byte of information was received.
118.5 After reviewing the electronic filing to ensure that it meets the Commission's electronic filing requirements, the Office of the Commission Secretary shall send an "acknowledgment of acceptance" or a "notice of rejection." This notice will provide the formal case number and docket number of the filing, and the date and time of receipt of the filing along with the "official filing date." If the filing does not meet the Commission's requirements then, the Office of the Commission Secretary shall send a notice of rejection with a reason for rejection by 5:30 P.M. on the next business day. The notice of rejection will extend any applicable deadlines through the end of the following business day.
118.6 Pleadings and other filings can be electronically filed 24 hours a day, seven days a week. If a submission is received outside of Commission business hours the filing will be docketed for the next business day. All filing deadlines established for hard-copy filings shall also pertain to electronic filings.
118.7 In order to electronically file a document with the Commission, a user ID and password must be obtained from the Office of the Commission Secretary.
