D.C. Mun. Regs. tit. 10-A, § 1703
1703.1 Basic demographic data for Far Northeast and Southeast is shown in Figure 17.2. In 2017, the area had a population of 83,906, or about 11.79 percent of the District’s total. The Planning Area has experienced moderate population growth since 2000, as compared to other areas in the District, and gained about 10,136 people. However, the Planning Area is expected to grow by more than 28,705 people by 2045. This trend may occur in the coming years as former public housing complexes are replaced by new single-family homes, townhomes, and multi-family dwellings as infill development takes place on vacant land. 1703.1
1703.2 Approximately 93.2 percent of the area’s residents were Black in 2017, which is significantly higher than the District-wide total of 47.7 percent. Only about 3.7 percent of the Planning Area’s residents were of Hispanic/Latino origin, and fewer than four percent were foreign born. Relative to the District, the area had higher percentages of children and older adults in 2017. More than 24 percent of the residents were under the age of 18, compared to a District-wide total of 17.6 percent. More than 13.7 percent were over the age of 65, compared to the Districtwide total of 11.9 percent. However, the percentage of the population under the age of 18 dropped by about four percent between 2000 and 2017, while the population between the ages of 18 and 65 increased by about the same percentage. 1703.2
