D.C. Mun. Regs. tit. 1, § 1227
1227.1 Any appeal request filed with the Board that is untimely filed or fails to include a copy of the Chief's final notice or a copy of the registration certificate for the pistol which the appellant seeks to carry concealed, may result in a dismissal.
1227.2 Any appeal request filed with the Board that involves the same or a similar matter currently pending in a criminal proceeding may be dismissed without prejudice until such time that the criminal proceeding is resolved. The appellant may resubmit his or her appeal within fifteen (15) days after the conclusion of the criminal proceeding.
1227.3 Any decision by the Chief to reverse an adverse action shall result in a dismissal by the Board. The Chief's reversal, properly served on the appellant, shall not require a separate order by the Board before the Chief's reversal becomes effective.
1227.4 Any decision of the Board to dismiss an appeal, with or without prejudice, shall be a final action for purposes of appeal.
