To be eligible to participate in the Program, an individual shall:

1. (a) Be a resident of the District;
2. (b) Be unemployed at the time of application to the Program;
3. (c) Be able to engage in regular, full-time employment, as assessed by the grantee; and

4. (d) Have one or more of the following barriers to employment:

   1. (1) Lack of consistent work history;
   2. (2) History of a criminal record;
   3. (3) History of substance abuse;
   4. (4) History of mental illness; or
   5. (5) Housing insecurity.
