1. (a) The Commissioner of Administrative Services may join with federal agencies, other state governments, political subdivisions of this state or nonprofit organizations in cooperative purchasing plans when the best interests of the state would be served thereby.
2. (b) Any state agency, with the approval of the Commissioner of Administrative Services or said commissioner's designee, may purchase equipment, supplies, materials and services from (1) another state, including an instrumentality or political subdivision of another state, or (2) a person who has a contract to sell such property or services to other state governments, other branches, divisions or departments of this state, political subdivisions of this state, nonprofit organizations or public purchasing consortia, in accordance with the terms and conditions of such contract.
3. (c) The Commissioner of Administrative Services, in conjunction with the Department of Energy and Environmental Protection and within available appropriations, shall make known to the chief executive officer of each municipality the existence of cooperative plans for the purchase of recycled paper.
