As used in this section and sections 31-3k to 31-3o, inclusive, and 31-3r:

1. (1) “Board” means a regional workforce development board established under section 31-3k;
2. (2) “Commissioner” means the Labor Commissioner;
3. (3) “Municipality” means a town, city, borough, consolidated town and city or consolidated town and borough;
4. (4) “Workforce Innovation and Opportunity Act” means the federal Workforce Innovation and Opportunity Act of 2014, P.L. 113-128, as amended from time to time; and
5. (5) “Workforce development region” or “region” means an area designated as a service delivery area in accordance with the provisions of the Workforce Innovation and Opportunity Act.
