Conn. Gen. Stat. § 22a-201e
On and after January 1, 2023, the Commissioner of Energy and Environmental Protection, in consultation with the Commissioners of Motor Vehicles, Transportation and Education, may establish, within available funding, a voucher program to support the (1) deployment of any vehicle classified within Class 5 to Class 13, inclusive, by the Federal Highway Administration's vehicle category classification system, as amended from time to time, and any school bus classified within Class 3 to Class 8, inclusive, by said classification system, that is equipped with zero-emission technology, including, but not limited to, battery electric and fuel cell systems, and (2) installation of electric vehicle charging infrastructure. Applications for the voucher program shall be filed with the Commissioner of Energy and Environmental Protection at such time and in such manner as the commissioner prescribes. In awarding any such voucher, the Commissioner of Energy and Environmental Protection shall consider the amount of funding available and set aside forty per cent of such funding to be used toward maximizing air pollution reductions in environmental justice communities. Vouchers shall not be awarded for vehicle classes where there is no commercially available zero-emission technology.
