Conn. Gen. Stat. § 10-262s
(a) The Commissioner of Education may, to assist the state in meeting its obligations pursuant to the decision in Sheff v. O'Neill, 238 Conn. 1 (1996), or any related stipulation or order in effect, as determined by the Commissioner of Education, transfer funds appropriated for the Sheff settlement to the following:
(b) The Commissioner of Education may, to assist the state in meeting its obligations pursuant to the decision in Sheff v. O'Neill, 238 Conn. 1 (1996), or any related stipulation or order in effect, as determined by the Commissioner of Education, award grants with funds appropriated for the Sheff settlement for academic and social student support programs for the following voluntary interdistrict programs:
