ARTICLE IName The name of this organization shall be the ADOPTION INTERMEDIARY COMMISSION. The Commission is established by C.R.S. § 19-5-301 (1989).
ARTICLE IIPurpose The purposes of the Commission are to:
ARTICLE IIICommission Membership Section 1. Membership is determined as set forth at § 19-5-303 (1)(a)-(d), CRS (1989). Section 2. If any member of the Commission has three consecutive unexecused absences, it will be assumed that he or she wishes to terminate his or her membership. Further, a Commission member may submit a letter of resignation requesting termination of his or her term to the appropriate appointing authority, either the Chief Justice or the Executive Director of the State of Colorado Department of Social Services. The necessary procedures to obtain a replacement will be instituted following three consecutive unexcused absences or following receipt of a letter of resignation.
Section 3. The Chief Justice or his designee, and the Executive Director of the Department of Social Services and his or her designee have and retain the right to make any changes in the membership of the Commission, regardless of the attendance record of the member involved. Section 4. Appointments will be for an indefinite term and the members serve at the pleasure of the Chief Justice and the Executive Director of the Department of Social Services. ARTICLE IVOfficers The officers of this organization shall be the Chairman, the Vice Chairman, and a Secretary. ARTICLE VElection The Chairman, Vice Chairman, and Secretary shall be elected by the Commission annually at the April meeting.
ARTICLE VIMeetings Section 1. The Commission shall meet as often as necessary to carry out its duties, but in no instance shall it meet less than annually. To undertake the responsibilities set forth in the Act, at the earliest possible date, the Commission will meet on the fourth Thursday of each month. After completion of the initial duties, the Commission may change the meeting frequency. Section 2. Special meetings may be called by the Chairman or shall be called upon the request of two- thirds of the membership.
Section 3. A majority of the members shall constitute a quorum of any meeting of the Commission. Section 4. The regular April meeting shall be known as the Annual Meeting and shall be for the purpose of electing officers or for any other business that may arise. ARTICLE VIICommittees Section 1. The Commission shall create as many committees as are necessary to carry on the work of the organization.
Section 2. Chairpersons of the committees must be members of the Commission, however, the balance of membership of these committees may be composed of other than members of the Commission. Chairpersons who augment their committees with non-members will do so with the approval of the Commission.
ARTICLE VIIIParliamentary Authority The rules contained in “Roberts Rules of Order, Revised” shall govern this Commission and to all cases to which they are applicable.
ARTICLE IXEffective Date These Rules of Procedure were originally effective on June 22, 1989.
