2250-R-100.00 Applications.

Pilot programs for an alternative school year shall be submitted to the State Board of Education at least sixty (60) days prior to the implementation date or anniversary date of the program. 100.01 The application shall contain a description of the goals and objectives sought in the pilot program with emphasis on the anticipated better utilization of school district resources or the expansion of educational opportunities of pupils.

100.02 The pilot program proposal shall also indicate the evaluation plan for judging the success of the pilot program.

100.03 At a minimum the evaluative analysis must provide data on the following: a study of the impact on student achievement, transportation and facility utilization changes, cost comparisons, staff adjustments and reactions, parent/home adjustments and reactions, and student reaction. 100.04 The pilot program proposal must provide evidence to support that pupils will receive educational opportunity and services under the pilot program which are comparable to those offered under the traditional 180 day calendar.

100.05 The number of days a pupil shall be enrolled during any twelve month period and the number of instructional hours scheduled during a twelve month period shall be specified. 100.06 The academic year shall be specified with starting and ending dates for each segment of the student population.

2250-R-101.00 State Board Approval.

The State Board may approve a pilot alternative year plan for one, two, or three years. 101.01 An annual review shall be made before May 1, or another mutually agreed upon date, by the local school district in cooperation with the Department of Education. 101.02 The results of the annual review shall be presented to the State Board of Education for its action relative to approving or rejecting the continuation of the pilot program. 101.03 The State Board shall act on the report no later than May 15, or another mutually agreed upon date, and shall advise the local school district of its decision. 101.04 If the State Board rejects continuation of the pilot program, the local school district may ask for a review of this decision by the State Board at its next scheduled meeting. 101.05 After three years of successful implementation of the pilot program, the State Board may give approval to the school district for permanent establishment of the alternative school calendar. 2250-R-102.00 Attendance Entitlement.

For the purpose of attendance entitlement and state egualization support, the pilot program shall specify the four week period for counting pupil enrollment as specified under the provisions of 22-50-104, C.R.S. 1973, and shall be approximately two months after the beginning of the regular school program. 102.01 In no event shall the attendance or membership for any pupil be counted in more than one four week period during a school year.

102.02 The counting dates and reporting times shall be worked out with the Colorado Department of Education budget personnel not later than September first of each year. 2250-R-103.00 Evaluation.

An annual evaluation report shall be submitted to the Commissioner of Education within 30 days following the close of the attendance year of the final segment of the student population during the pilot period. The evaluation data submitted shall address at a minimum the evaluative items specified in 100.03 of these Rules.
