1.0 Statutory Prohibition
A person’s social security number shall not appear on the face of any document other than the temporary document for verification purposes, otherwise known as the “application” for a driver’s license or identification card. Section 24-72.3-102(1), C.R.S.
2.0 A person who has a social security number:
2.1 A customer who does not know his/her number may provide any one of the following documents as evidence of his/her Social Security Number:
- Social Security Card (no metal plates or laminated cards). - Military ID card.
- DD214 (without the disclaimer).
- Military Dependent ID card (DD1173): Must display “Bearer’s” number, in addition to “Sponsor’s” number.
- Previously issued Commercial Driver License showing social security number.
2.1 A customer presenting the receipt form from the Social Security Administration, indicating he/she has applied for a social security number, must receive his/her number prior to a permit, license or identification card being issued.
2.2 A customer eligible for a social security number, who is undergoing secondary verification by the Social Security Administration prior to the issuance of a social security number, may be issued an “Acknowledgment letter” from the Social Security Administration that indicates the on-going verification. The customer must ask for this letter at the time he/she applies for a social security number. If all other identification requirements have been met, a six-month temporary document may be issued unless other immigration documents require a shorter expiration date. Review of the expiration date of the document shall occur upon the customer’s return with his/her identification and either the social security number or a denial letter.
2.3 Any document presented must be legible and unaltered. Photocopies will not be accepted.
3.0 A person who does not have a social security number:
3.1 For the purposes of this rule, a person who does not have a social security number means a person who has never been issued a social security number by the Social Security Administration. Code of Colorado Regulations 1 3.2 A customer who states that he/she does not have a social security number must present documentation, supporting his/her statement that no number has been issued to him/her before being allowed to sign the statement of non-issuance of a social security number. Provision of these supporting documents must be accomplished prior to being issued a permit, license or identification card. Acceptable documentation that a person does not have a social security number is any one of the following:
- The letter of denial or ineligibility from the Social Security Administration. - Internal Revenue Service tax forms.
- Individual Taxpayer Identification Number (ITIN). An ITIN will not be used in place of a social security number.
3.2 A customer presenting documentation indicating that he/she has no social security number must also present documentation reestablishing lawful presence in the United States before being issued a document.
3.3 Any document presented must be legible and unaltered. Photocopies will not be accepted.
3.4 Once a customer has presented documentation that verifies he/she does not have a social security number such documentation shall be valid for 30 days from the original issuance date.
