INTRODUCTION A. Basis.
The authority for promulgation of rules and regulations by the Colorado State Board of Medical Examiners is set forth in Section 12-36-104(1)(a), C.R.S., and Section 12-36-106(3.5), C.R.S., as amended. B. Purpose.
These rules have been adopted by the Colorado State Board of Medical Examiners to: 1. Specify the types of services which a qualified athletic trainer may render; 2. Designate national athletic training standards organizations whose accreditation standards for university programs in athletic training provide a sufficient educational basis to become a qualified athletic trainer;
3. Designate national athletic training standards organizations whose accreditation is acceptable to allow an athletic trainer to provide supervised clinical experience to those who seek to become qualified athletic trainers.
RULES AND REGULATIONS 1. In general, athletic training includes the application of principles, methods and procedures of injury prevention, assessment, recognition, treatment, disposition, first aid, emergency care, cardiopulmonary resuscitation (CPR), rehabilitation and reconditioning of the athlete through the use of safe and appropriate physical rehabilitation practices. Physical rehabilitation means the care given to athletes following injury/illness and recovery to restore the injured athlete to normal functional status. Such care may include preestablished methods of physical modality use and exercise as prescribed by a team physician, consulting physician, or both. For purposes of Subsection 12-36-106(3.5), C.R.S. (1991), the types of services which a qualified athletic trainer may render, in addition to those set forth in Subsection 12-36-106(3.5)(d), C.R.S, are as follows: a. The determination of therapeutic goals and objectives. b. The selection of therapeutic modalities and exercise. c. The evaluating and recording of rehabilitation progress. d. The development of criteria of progression and return to play. e. The use of physical modalities, electrotherapy, hydrotherapy, cryotherapy, radiant energy, paraffin, intermittent compression units, massage, and exercise equipment, and other contemporary therapeutic modalities.
f. The use of special supportive and protective equipment and other contemporary immobilization and ambulation devices and techniques.
2. For purposes of Section 12-36-106(3.5)(b)(II), C.R.S. (1991), the Board hereby designates the following national athletic standards organizations whose accreditation process is deemed sufficient to allow graduates of accredited programs to use the title “Qualified Athletic Trainer”, subject to the terms and conditions set forth in section 12-36-106(3.5) C.R.S. (1991): a. The National Athletic Trainers Association (N.A.T.A.). 3. For purposes of Section 12-36-106(3.5)(b)(I) and (II), C.R.S. (1991), the Board hereby designates the following national athletic standards organizations whose accreditation process is deemed sufficient to allow an accredited member to provide supervised clinical experience or internship training, subject to the terms and conditions set forth in section 12-36-106(3.5) C.R.S. (1991): a. The National Athletic Trainers Association (N.A.T.A.).
