The Department, as appropriate and to the extent practicable and permitted by law, shall:

1. (a) Encourage voluntary self-reporting of regulatory violations by regulated parties in exchange for reduction or waivers of civil penalties;
2. (b) Encourage voluntary information sharing by regulated parties; and
3. (c) Provide pre-enforcement rulings to regulated parties (formal and informal interpretations).
