Heavy-duty vocational vehicles are vehicles with a gross vehicle weight rating (GVWR) above 8,500 pounds excluding:

1. (a) Heavy-duty pickup trucks and vans defined in § 523.7;
2. (b) Medium duty passenger vehicles; and
3. (c) Truck tractors, except vocational tractors, with a GVWR above 26,000 pounds;
