1. (a) Before entering into NSAs under this part, an NVOCC must provide electronic access to its rules tariffs to the public free of charge.
2. (b) An NVOCC wishing to invoke an exemption pursuant to this part must indicate that intention to the Commission and the public by a prominent notice in its rules tariff.
