1. (a) The Secretary makes a grant to an applicant only after determining—

   1. (1) The approved costs; and
   2. (2) Any special conditions.

2. (b) In awarding a cooperative agreement, the Secretary includes conditions that state the explicit character and extent of anticipated collaboration between the Department and the recipient.
