The Secretary evaluates applications for International Education Programs using the criteria described in one or more of the following:

1. (a) The general criteria in § 655.31.
2. (b) The specific criteria, as applicable, in subpart C of 34 CFR parts 656 and 657, or subpart D of 34 CFR parts 658, 660, 661, and 669.
