The following entities are eligible for an award under this program:

1. (a) Industrial trade associations.
2. (b) Labor organizations.
3. (c) National joint apprenticeship committees.

4. (d) Comparable national organizations, such as educational associations, industry councils, business and industry organizations, and associations of private or national research organizations.
