You, the permittee, must restore all disturbed areas in a timely manner to conditions that are capable of supporting -

1. (a) The uses they were capable of supporting before any mining; as described under § 783.22 of this chapter; or
2. (b) Higher or better uses approved under § 784.24(b) of this chapter.
